Well - to be honest I don't know either - its a HUGE cog set up on a HUGE iron post - about 8 feet in the air. Photographed in the sheds where they used to build train engines.
I was going to guess part of a train - both since I suspect I've seen it before ;-) and because the colors in the back looked like Thomas.
